Head of the Digital Trade Hub of Azerbaijan

Masuma Talibova is the head of the Digital Trade Hub of the Azerbaijan which is under operation of the Center for Analysis of Economic Reforms and Communication (CAERC) . She has started working at CAERC in June 2016. She took an active part in raising awareness of public on economic reforms carried out in the country, as well as in organization and communication of discussions dedicated to preparation of Strategic Road Maps. She was also very active in regional tours organized aimed at raising awareness on economic reforms and “Azexport” portal. She is the author of research on the innovative financial instruments, investments, technological transfer, and implementation of modern economic trends to Azerbaijan, and also, numerous editions of the “Azerbaijan Economic Reforms Review”. At the same time, she participated as an expert in the development of “Aviation 2030” – Strategy for the development of civil aviation in Azerbaijan, and as a financial expert evaluates the “State Program on Digital Payments Expansion in the Republic of Azerbaijan in 2018-2020.”
Prior this job, Masuma Talibova worked in State Committee of Land and Cartography in 2011-2012 years and in State Agency for Public Service and Social Innovations in 2012 – 2015 years.

She has a bachelor degree in international economic relations from Azerbaijan State Economic University and master degree on International Finance and Monetary Credit Relations at the İnternational Graduate and Doctorate Center of Azerbaijan State Economic University.

She is currently studying for a PhD in internal fiscal policy and public finance at the İnternational Graduate and Doctorate Center and conducting research on the thesis “Improving the application of behavioral finance theories in the development of financial technologies.” She is also involved in academic activities, teaching Digital Economics to masters at UNEC .Besides She is the author of the Digital Economy section of the “Digital Marketing” textbook of the UNEC.
